Bank Up/Down via CC not working

I have an AMT FS-2 Midi 2 button foot switch, capable of sending PC and CC commands.

I have configured it to send a CC command #1 value either 0 or 127 with the Left foot switch and CC command #2 value either 0 or 127 with the Right foot switch. You can see this in the screen shot below of my midi monitor.

The problem is the MC6 Mk2 is not responding to this. When I configure the midi monitor to display the message name, it comes up with Bank Select for CC#0 and Modulation Wheel (course) for CC#1. I would have though this would be Bank Up for CC#0 and Bank Down for CC#1, as per the manual.

I have checked and the Midi Channel is the same on both units.
